On 26 November, Paul Crawford, Bruce Bailey and Jeong Park from the Support Unit along with COSPPac Manager Celine Becker, visited the COSPPac team at the Pacific Community (SPC) in Suva to trial the Climate Change Capacity Assessment (3CAT) Tool with the Pacific Sea Level and Geodetic Monitoring technical team.

3CAT is a participatory monitoring, evaluation, learning and assessment tool to rapidly assess capacity building interventions. Based on an app, 3CAT facilitates open discussion between implementing staff and project teams about six key enablers of capacity: vision, people, skills, motivation, systems, and resources.

The 2.5 hour workshop was a great opportunity for the SPC COSPPac team to speak frankly about the status of these different components of their own capacity and reflect on the areas that need improvement. This was one of the first trials of the 3CAT Tool for the Partnership and for COSPPac and all the participants declared it a great success. The method enabled constructive discussion and allowed project staff to raise issues and concerns that go beyond those typically raised in routine team meetings or surveys.

We look forward to seeing this tool further developed and rolled out to facilitate productive dialogue and enhance other elements of our work across the Partnership.
